Developer required for new project

I am looking for a developer who is able to produce a website that has following features / capabilities:

User registration, with ability to upgrade to "premium" via a PayPal subscription

User profiles, with "achievements" awarded and displayed for milestones reached

Ability to restrict certain features based on subscription status (paid member / non-paid member etc)

Voting system for posts made by members

Standard Forum / Discussion Board that also displays user profile information

Automatically convert submitted text into deep links

Social network integration (Facebook, Twitter etc)

Integration into another website's API for reporting purposes

Ability to handle high levels of traffic

If you are able to address all the above requirements, please submit a quote for the full development of the site and an estimate of how long the project will take to complete. Please also submit any examples of work that you have already completed. Examples containing any or all of the features above would be ideal.
