Installing phone number validation for contact page

I notice that the download for this module is a tar.gz :

I've heard of untarring, but never done it.

Does one require PHP programming skill (my experience is in CF, not PHP) to install and configure this module ?

take a look to Installing contributed modules.
Please note that the module you mention requires the Content Construction Kit module.

Not sure that CCK integrates well with the standard Drupal contact form, though!
