cweaganshttp://www.gnu.org/licenses/gpl-faq.html#DoesTheGPLAllowMoney
You get a full copy of the source when you purchase it. Drupal source is easily obtained. There is no problem here.

heine commentedFrom the Licensing FAQ #7:
The license provided for the JS is not GPL, nor GPL-compatible so there's indeed a problem.
Unfortunately, there's nothing you can do about it, because you are not a copyright-holder of Drupal core JS. It is unlikely that anyone is willing to pursue this.

gisleWhile this violation was referred here from the webmaster's queue, it is actually out of scope for the LWG, since the license violation is not in the Git repository, but in a zip-file attached to comment posted on Drupal.org, or on a vendor website (depending on your interpretation of the GPL).
The LWG charter says: "Content on Drupal.org, which is not checked into a Git repository, is not regulated by the LWG."
However, the issue summary is a support request, seeking clarification about some of the murkier aspects of the GPL. It was not a license violation report, so rather than bouncing this issue back to the webmaster's issue queue. I've created a new ticket there (#2430227: Copyrighted pirated content present in an issue queue.) specifically about the Drupal.org license violation.
This one is actually a support request where the OP wants to know whether the AJAX GMAP distributed by Drupella.org can be regarded as licensed under GPL, even if its author says it is not. I don't think we should answer that in this issue queue, since providing legal advice about the status of third party software hosted elsewhere is far outside the scope of the LWG.
Hence: I am closing this as out of scope for the LWG.
If the OP is still interested (it is four years old) in hearing opinions about how GPL works with 3rd party software, I think the right place to ask about such opinions is Legal @ Drupal Groups.
