I need 3 sites moved and upgraded to my new hosting provider. Please provide bids on doing so. This includes all files in the sites, the databases, configurations, etc. setup and functional and upgraded to the most recent version of Drupal.

I am seeking a flat fee arrangement, but open to all types of bids on this.

Having recently upgraded two big websites to 4.7 I must tell you that bidding is hard unless you tell us what modules you are using. Because the process might be simple, or might end up being a small "pain" if some of the modules you're using are not available for 4.7.
