$200 Budget for Improvements to Aesthetics and Functionality (existing site)

Hello,

I am doing an experimental website in Drupal that serves a niche community in the realm of ADULT entertainment (mature/professional attitude required).

I've already built the foundation and base level content for website and I am looking for someone to improve the functionality and aesthetics. My goal is to find a designer/developer who is interested in taking on these initial developments with the possibility of doing more work in the future if the site meets my traffic/participation goals.

Here is what I would like to accomplish in phase one. I would like to spend $200, but if $200 is not enough for the services below, feel free to give me a new quote, or what tasks you would cut out if you were to do $200 of work. These tasks are in order of priority.

(note - I am also looking for a provider to create logos and banners to be used in this project, if you guys do that too let me know and we can tack on the additional $100 I have allocated to this, making the project a $300 budget)

1 - Update to Latest Version of drupal
3 - Basic Security Check
4 - Create a Splash Page for first-time visitors (even if they clicked on a link to a page inside the site - I will provide text copy for this)
5 - Header graphic
6 - Create a pretty theme for the site with better graphics on the Nav
7 - Implement Pretty URLs so it's not just /node/77
8 - Add more variables to the nodes which can be displayed in Views
9 Better Functionality for Viewing Lists of "Site Reviews" (potentially through Drupal views)
10 - Node Tagging - be able to tag blogs so that when viewing specific nodes, those nodes show blogs that are tagged with that content (example: if I tag a blog with "dog", then I view the "dog" node, it shows that blog listed below as a "related article")
11 - Better Contact Us form
12 - Backup Script

The next phase of the project could potentially involve adding more community features such as user accounts, user generated content, comments, and forums (this would be a separate project with a separate budget).
