If a picture is set to be required this seems to work too well in Chrome (even if I choose a picture it still won't let me save my profile) and it doesn't require the user to choose anything at all in firefox. Don't know about IE, did not test that yet.

Fixed in HEAD branch:
Fixed #905782: Making a field required doesn't work by yeputons (reported by markwittens): now we can make fields required.
