I would like to suggest that drupal.org adopt, as a standard, requiring XMTML and CSS compliance for the core and for all modules posted on the drupal.org site. If it's considered impractical to state that all modules must pass, at least could we have a policy that module authors must state their compliance or lack thereof?

XHTML compliance is a reasonable request...but CSS compliance is a real pain in the @ss.

The problem doesn't lay always in the modules... You can use a theme that totally bashes the code so you really don't have a xhtml compliant site, even if the modules are...
People also should say if the themes are well formed, together with the modules. That's the only way of creating well formed site's with drupal.
