Panel runs in legacy mode because of skinr themes.

Moreover, skinr themes are not visible when I am connected as user 1.

Hi,
are you using skinr 2? If so, take a look at this issue. It has not been completely fixed in all aspects, but it does correct the legacy mode issue.
