Create profile from other non-drupal web app to drupal and access drupal content over there

Is it possible to create profile through other Web application to Drupal website?

I have one web application running in Java and I want to create profile in drupal through entering profile data from that web app.

Also want to display some sort of data form drupal to web app.
Is it possible to access drupal content through web app. I have doubt about authorization.

Please help me for this, give your suggestion and share your experience.
