Hey guys, maintainer here. No progress yet but I have gone back to respond to a few issues for the d6 version that looked like they should be addressed. Still a couple more things to do on that end.

Is there still a pretty strong community desire for this functionality in D7? I don't know of any other solutions that are exactly like this module but I want to make sure before I begin porting.

menu_admin_per_menu lets you limit users to editing specific menus, but I was interested in the ability to limit their editing to specific subtrees or menu items. For my use case, I have a main navigation menu. I'd like to prevent users from changing the top level items and only allow them to add/change items in the 2nd level and below.

Please port it to D7. We are very interested in this module. Our site uses one big main menu and we need to delegate access to sub menus and menu items.

Same here, menu_admin_per_menu, does not come close to what this module does

Yes, https://drupal.org/project/menu_admin_per_menu/ solves just a small part of what delegate did.

I also vouch for the port!
