Drupal 7 port (for Total Control Admin Dashboard)

hey

hum Total Control Admin could use some D7 portin' love as soon as Panels and Chaos Tools 7.x-dev version stabilizes... that would be so sweet :P

i love this module ^^

true... i realized that a few days ago when i saw that ctools isn't at all stable.
couldn't even find a panels 7.x version ^^
