I think what would be best if there a radio with the choice of "Menu kind" with one choice being, "block" and the other being "other." If "block" were chosen, then the dropdown to select a menu block would become active, looking like it does now, but without, "Use Selector" as a choice.

If the person chose "other," then the "menu selector" field would become active.

On a related issue, I believe that in the help-text, "Choose 'Use Selector' to specify a css path to a menu" that the word "path" is supposed to be "class".
