Generally speaking when these don't receive a positive reaction it's because the individual needs to do more in the community to improve their reputation. Whether that means your contributions are not strong/diverse enough or that people aren't aware of them is unclear to me.
I suggest you review the recently fixed applications or some of the previous discussions (this search is not as good) and you will see how other companies have been successfully added (or not). Based on that you can see what kinds of contributions and profiles match with inclusion on that page.

alex ua commentedBesides opening a duplicate issue trying to get their listing push through, they've also now posted to the new marketplace and have been approved despite the presence of this issue. I don't know who approved that, but it shouldn't have been...

WorldFallz commentedposting to the marketplace after being told no in not one but two issues, is unacceptable (regardless of the 'preview' status of the marketplace. It also demonstrates exactly the wrong kind of behavior for those who want to get listed. Unpublishing the listing and wont fixing this one. sheesh.

gregglesI agree with WorldFallz perspective, however I believe that there has been some communication from the DA (Megan Sanicki) inviting companies who the DA has previously received a donation from to submit themselves to the preview marketplace.
We need an update from Megan or Jacob on how/why the new marketplace is supposed to work before we pass judgment (like in #9) on these companies.

moscovici commentedGuys, it seems there was a confusion regarding the Marketplace.
We've listed the company in the Marketplace because we've got an e-mail from Megan Sanicki inviting our company to do so. We proceeded according to the invitation received without even knowing there may be any implications regarding this posting.
We're not trying to cheat the community or go against it. We're just trying to get in the list, but all we get is harsh comments and no explanations on how to solve the issue. We would really appreciate if the community can give us a helpful hand or share some tips about how to make it work and get into the list.
We apologize for any inconvenience this listing has created to the people that commented here.

As community manager at Propeople I guess I should add some more information because its not obvious enough yet ;)
Propeople is constantly supporting Drupal and the community.
Here are some examples of our recent actions in addition to the financial support of several events (Drupalcons and Camps like the DrupalCamp Stanford 2011)
In January we have organized the first DrupalCamp in Bulgaria, Sofia: www.drupalcamp.bg/en
With about 200 attendees, 2 tracks (English & Bulgarian) in 2 days it was a successful international event covered in the Bulgarian IT media.
Several Meetups & Drupal Thursday's in Sofia were organized by us. http://groups.drupal.org/bulgaria
As the initiator and co-organizer of the most recent event, the Drupal Government Days in Brussels I supported the popularization of Drupal for Governments. www.drupalgovdays.org
Sessions at several events (Drupalcons, Camps & Meetups), trainings & cooperation with universities are additional actions.
Currently we are concentrating on how to contribute code in future. Recently we have contributed the OpenPublic Europe Theme

alex ua commentedI'm going to give this my personal +1. I know that they posted twice and then there was the confusion caused by the DA's e-mail (which still confuses me), but this is obviously a company on "the right track" and I'd say that they have enough of a track record at this point to warrant inclusion. I'm not sure if others will share my feelings, but I can say that you are 100% on the right track and you should be listed soon(ish).
Keep up the contributions and thanks for your patience with this process. It may be a pain in the rear, but ultimately it's one of the only means the community has to convince companies to contribute in a meaningful way.
