Unfortunately, this issue has remained open, without activity, for a very long time. I hope you can understand that between maintaining the module, work, and other obligations, the maintainers are very busy. This leads to not all issues being answered.
In order to figure out who still actually needs help, I'm going over all low activity support requests that has not been touched for 6 months, and marking them "Postponed, needs info". In many cases, I expect the question to already have been answered, or become obsolete.
If you still care for this issue, please just reset it's status to active, and we'll try to help you. Please remember to post any new information that may be relevant, such as new versions of Panels that you are using, or own attempts at debugging.

eugenmayer commented- Well most of the questions are already clear, due to knowledge of ctools and form / ajax. Nevertheless the issue with the form_id because a unsolveable one.
- E.g. WUI or other modules add WYSIWYG functionalities using the form_alter callback. Here, those would not load properly, leading the WYSIWYG to not work. Iam not sure this is rather a FR to the WYSIWYG module, so they extend they API so all the depenencies are included when the WYSIWYG module ( extension ) is shown.
- A different issue on my side is, that WUI is only relateable to nodes / comments and cant be used with other content.

Letharion commentedUnfortunately, I don't use neither IPE nor any wysiwyg solutions very often, meaning I don't even know where to begin answering your question. And unfortunately, sdboyer, that implemented most of IPE, does not frequently answer questions here.
I'll leave the issue open for now though.

japerryClosing this issue as outdated as Drupal 6 ctools is not supported. If this issue is relevant for Drupal 7, feel free to re-open and mark for Drupal 7 (or 8)
