On the one hand, I agree with you Scott, but OTOH, we must remember that many laymen have no idea what FTP is nor have they ever used a Control Panel nor a File Manager nor do they want to. Even if they were to get to a File Manager, how are they supposed to know where this magical php.ini file is located?
For a techie, these things are indeed trivial, but I think this is a good reminder that the knowledge we take for granted is, in part, what makes us professionals, and also that we need to bear this in mind when we build tools, tutorials and sites etc. for "regular" people.
