I have a site that is above web root.
I uploaded a graphic through the project issue tracker.
when I clicked on the file to open it, it said I did not have permission.
even as user 1.

I looked at node 50789. but there the problem seems to be file is not writable. my problem seems different. I could save the file via the site, but not open it.

I looked in access control but didn't see any such permission to set. Besides, I tried it as user 1.

what should I do when the site is above web root?

I don't know if this is a problem any more for you, but given the lack of activity in this issue I'm guessing this was an isolated problem. With project issue now using actual comments instead of custom follow ups, file uploading in issues/comments is not handled by this module any more. I'm closing this issue but if you are still having problems with this please reopen and provide information to help us reproduce the problem.
