I have given anonymous users permission to use image fupload but they get the 403 error when uploading images.

I do not have mod_security installed
I am using the latest dev version
I have session.use_trans_sid set to 1

All recommendations from similar items in the issue que.
Not sure what else to do heres what the log is reporting.

Is it working for you with non anonymous users?

Have you tried disabling anti-spam modules? (recaptcha / botcha / spam filters / etc.) ?
