Configurable message to tell the enduser the site is translated

Since google's translation is an admirable effort, but often far from perfect, a message about the translation of the site on the top of the page is probably in order.

The interesting fact is ofcourse that the message should not appear in the default language, so it does not appear in the page that Google is getting for translation. That means that the message will have to be inserted after translation, so it will have to be translated by the admin in the settings.
