This is useful for flat (not threaded) lists of comments.
Note: The core comments module offers an option to disable or enable submission of comment titles. However, if that option is set to "Disabled", titles are: automatically extracted from new comments and still displayed. :-(

Setting the value of the "automatic title length:"-field in 'admin/settings/comment_auto_title' to "0" or empty, results in aforementioned default behavior.
Please, allow setting this value to something else, which disables: 1) submissions of titles of new comments AND 2) display of titles of existing and new comments"
