I'm not sure why this change would be made in Flag. Not everyone uses flag for abuse systems. Seems like you could use String Overrides theming for this task though.

Regardless of the purpose of flagging (like reporting or bookmarking), setting an altered text for anonymous users could be optional.

This could just as well apply to any module, say Fivestar or Vote Up/Down, where you'd want to change the text provided by comment module. Putting this in Flag is not the appropriate location for such a change.
