i am so sorry about it, because the vocabularies tag of the blog was omitted. so it is not display. after few testing i only notice it is inter-related.
but i do have another suggestion for the link, is to have css class for the link. so that we can have icon display on the link.

I am closing this because of the move to version 5.x-2 where there is no such link but a fieldset instead. However we are still debating at http://drupal.org/node/189977 whether such a link should not be introduced again at least as an optional alternative to the fieldset.
