After loading the module and refreshing the page, the category 'actions' appears under the administer > settings > actions, but when clicked drupal reports that there is no such page to view.

I have a new installation of drupal 4.7.4 with nothing but the default modules loaded.

Make sure you have version 4.7.0 of this theme. 4.6.0 (which the theme page's "Download" link points to) doesn't work with Drupal 4.7
