I would like the for the 'Newsletter Subscriptions' tab to be shown at the top level for a user, rather than a second level tab under edit.

I think it should be visible when the user logs in for instance and when they are viewing a profile. It also makes it easy for admins too.

The change itself is very simple, so adding a patch here.
