Hierarchical Select (HS) Module Seems to interfere with Term Permissions. I have to disable HS module and things work properly after that.

This doesn't surprise me, as this module works by modifying the form elements. I'd be glad to review patches implementing compatibility with other taxonomy-selecting modules, otherwise this is "by design".
