Limit "administer faq" to module configuration (or split into two)

It seems that the "administer faq" permission allows users to:

1. Edit the configuration settings for the module
2. Edit all FAQ nodes (regardless of the setting of the "edit faq" permission)

I would like to see this permission do the former only, forcing use of the "edit faq" permission to allow users to edit FAQ nodes. (Alternatively, this permission could be split into two permissions "administer faq module" and "administer faq nodes".)

This is important for sites using Revisioning and Workflow. Administrative users need to be able to edit the configuration settings for the module, but should not necessarily be able to edit all FAQ nodes (as this bypasses Workflow control). The current set of permissions only allows both or neither.
