Ruleset action triggering triggered rule. How to prevent this?

I can't find any tickets about this so I'll explain the issue. I have a ruleset that is used in VBO to reject a node and send a message. As part of this ruleset a field in the node is set to "rejected". There is a separate triggered rule that defines that when this a node of this type is saved and this CCK field is changed to rejected a message is to be sent. Due to this triggered rule two messages are being sent.

My question is how to prevent this. Is there a condition available to check if a node has already been updated? Does Rules have a built in way of dealing with this that I'm not aware of?
