...defined a vocabulary
then made a feature out of it
then enabled that feature...

now the feature is at its default state.
Then, I altered the code of the feature - adjusting the description of the taxonomy.

I then tried to revert the feature in order to pull in the updated description, but features tells me the feature is already at its default state, and so the change to the taxonomies description is not actioned.

Does the feature claim to be overridden after you adjusted the description? I just repeated these steps and the altered vocab showed as overridden and reverted on request.
