One could have a node type for public events, and another for meetings. The former doesn't need minutes, but the latter does. This patch allows administrators to select what type of events should have minutes (in administrer > settings > content types).

Thanks! I've just applied this (I renamed a few things, so if you're already using your changes, you'll have to change the variable names from 'minutes_status_'. $type to 'minutes_enabled_for_type_' . $type).
