Where is the excluded_users module?

Hi! This was because I hadn't uploaded it. It isn't really needed unless you have test users, etc, that you don't want to have show up. But I created a project for it and put it up, so in a few hours you'll be able to download a tarball (or you can grab it via cvs). It's a trivial module.
