My Dev site was running 4.7.3 and I used Fantasico to Upgrade to 4.7.4. Since then I get this message
warning: file_exists() [function.file-exists]: open_basedir restriction in effect. File(/style.css) is not within the allowed path(s):

And the site essentially no longer works.
This is my dev/test site I try everything on before doing it in production. As it broke I don't want to do the update in production.

Can any one suggest where to look for an answer?

Try upgrading again using the 4.7.4.tar.gz downloaded from drupal website. Fantastico is not fantastic, it just doesn't work as you've realized it.
