Make Sweaver part of Drupal Commons

Stemming from the forum topic about why devel is part of Commons:

One of Drupal Commons' goals is to make it easy to brand and to that effect the Sweaver would make a great addition. Drupal Gardens got a lot of credit from the Theme Builder module but since that module will not get contributed, I think Sweaver can take its place.
