Tooltip sticks on one item in IE

I am using jTooltips over an image map to explain the various sections of an invoice. Only in IE the Tooltip seems to freeze on one title and stops updating when hovering over a different area. You can move the cursor all around the page, but that same Tooltip is always displayed until for some reason another will become active, and that one will continue to display no matter what section of the image map the cursor may be over.
The attached image shows the 'Water Flow' section highlighted, but the Tooltip shows the information for the 'Elevation Charge'
Any help or insight would be appreciated.
