dddave commentedPerhaps you could do this with userpoints module? It integrates with rules so that may be a viable option.

EvanDonovan commentedPlease only create issues for Drupal core if they are related to the modules in Drupal core. I've tried to find a better module for this.
Also, be careful how you use the priority levels. Support requests rarely, if ever, can be "major" or "critical" since those imply that something is seriously wrong.
These kind of requests can probably best be addressed in the forums.
