Why is home page is different for anonymous users??

If you are logged in you see the correct panel for the homepage, however if you are not logged into my site you see what looks like a normal node page that just spits out "3" in between the begin/end content comments.

I have directly linked to the panel using the alias home/index and this behavior still occurs. I dont have the front_page module installed.

Any ideas?
