I submitted a request for a CVS account. My question is, how long will it take to either get an account or get notification that my request has been denied?

If its not there in a week or two there is a email address at the bottom of pages at http://cvs.drupal.org/ you can try.

I saw some chatter about this module before, looks like exactly what is needed.
