This was added in a later version of the i18n module and was probably simply not ported yet to the translation access module.
The attached patch fixes that.

I think it is doing the right thing to let user who has "administer translations" permission to keep the ability of assigning translated nodes to each other's translations.
I'm using that feature quite often when developing a site and the content entry person didn't set the translation source/target correctly.
