It's not entirely clear what you want to do. The "login feature" is part of the core and can't be disabled AFAIK. And if you did, the ?q=user URL wouldn't work since the login feature would have been, er, disabled...
I think the question you are asking is how do you remove the username/password login prompt from the website pages. If that's right, the answer is to disable the user login block in the Administer->Blocks page.
I would like to replace the big drupal login block in bluemarine with a menu link that says login. Removing the block and adding a menu item is easy.
I tried to make a new page and copied the HTML from the login block into the new page, but when the form gets posted it goes back to the home page. That is the only issue I have with my approach. Maybe a change to the form tag could fix?
