I think it would make more sense if event organisers themselves (those who create an event node) decide who can invite others, who can attend and Maximum guests allowed to the event. Right now these settings are controlled by the admin (which is already a good indicator), but they should also be controlled by the event organisers - preferably during the node creation form. Hence, the following items could be included in the Event creation form:
[v] Attendees can invite others
[v] Anyone can attend - open event
Max number of places [.....]

excellent idea. I was asking the people who added events why they had not changed the settings, I had no idea that they couldn't!

This already works. You just need to know where to look for.
The creator of the invitation, when editing the invitation can select the extended options link and there he can select the options that you mentioned.

The setting that the admin controls are only the future DEFAULTS for newly created invitations.
