I got this error, and looking at the code I found the path for dumping the js was wrong.
I have attached a patch that should take of the problem.

This should also solve #485338: open_basedir restriction on javascript_aggregator.module line 135 and 136

Since we have a patch here lets continue with this issue. Please test and report.
