It actually been going on since round 9:30 am EST, not quite sure what the issue is.. Perhaps they are doing an update or something.. IDK.. Its a real pain in the backside though, as you depend on certain sites to be up consistently no matter what and completely functional..

I've got an automated drush script which downloads and installs drupal 7 automatically;

Unable to download drupal from http://ftp.drupal.org/files/projects/drupal-7.4.tar.gz. [error]
Unable to download ctools from http://ftp.drupal.org/files/projects/ctools-7.x-1.0-rc1.tar.gz. [error]
etc...etc...

is the ftp server down or am i doing something wrong?

I get this message for any module or even to download drupal core:
