I don't know why. Because the Drupal bootstrap adrealy include this constant.

I have a patch, this only check if this constant has been defined or not, if not it'll define.

This is yet another duplicate report for a bug, that got fixed long ago but only in DEV version (because there wasn't any other release yet). There was a typo (PERMENANT vs. PERMANENT). The rc-1 version still have it, but -dev is better. Don't ask me, why this module didn't have any release in more than a year...
