adding shortcut needs a page refresh to appear on the drawer when clean urls are disabled [#937612]

CTRL + F5 on firefox is a forced refresh
but when clean urls are enabled then shortcuts added appear immediately on the drawer

Just tested this on a fresh D7 install and can't reproduce the results.

I added new shortcuts with and without clean urls enabled. In both cases, the newly-added shortcut shows up immediately.
