when i enabled the contact module, I got this error
warning: Invalid argument supplied for foreach() in /var/www/testmod/profile_privacy/profile_privacy.module on line 97.

user2 cannot use contact
user1 can.
I don't see anything in access control or settings to give user2 permission to use contact.
perhaps user2 not being able to contact is due to a bug introduced by profile_privacy.

found it. contact requires access user profiles permission.
