A user with permission to "import to imagefield" can't get access to /admin/settings/imagefield_import

Correct. "administer site configuration" is currently required to change the target imagefield.

Not sure I'm up on why this changed, there used to be another permission defined that oversaw this.

The target imagefield is stored as a Drupal variable, so I suppose you could change it however you want to.
