Giving suggestions on preview would make for a simpler workflow: enter body text, preview, add tags, save (rather than enter body text, save, re-edit, approve tags, save).

No idea how to do this. Is it still considered?

I think the fact that users initially don't see tag suggestions is really the only reason why we cannot adopt in our intranet. Wouldn't it be even be better when the suggestions are ajax activated without loading the preview, for instance when the freetag field is gaining focus.

i would say giving suggestions on preview would be much better, and also option of giving suggestion related to existing terms comparing with current content would be much better.
