Why the mouseover of Phone label?

I love the location module, and was helping a friend with his site use it. But there's one little thing that's driving his client crazy (in turn driving my friend crazy) and I have no answer for him ...

When the label for Phone is used, there is a subtle dotted line under it, and when you mouse-over, your cursor turns into a question mark and the label "voice" is displayed.

Can anyone advise how to turn this off?
