HOW CAN I PREVENT THE USER FROM SAVING A CONTENT TYPE UNTIL HE CHECKS THE CORRECT OPTION FROM THE SELECT LIST.

Good question. You need an action such as "stop form submission". I'm not sure if this has been done with Rules. It is really about form validation so it is a fair question if this is even a good idea. Perhaps someone else can provide a more definitive answer?
