I received an email from themegarden.org requesting a link to http://themegarden.org/ on http://drupal.org/project/themes
Before the redesign, we linked to that site with something like the following:
Many of these themes can also be previewed on the third party site the "Theme Garden"

silverwing commentedFound 2 threads - the first, #167346: Remove DNS entry for themes.drupal.org or investigate other options starting at comment #8, seems to be the introduction of tg.org and #692530: themegarden url on http://drupal.org/project/themes was when their site went down due to DNS issues.
I sent the user a link to this issue.

themegarden.org commentedThemegarden.org was created as an answer to death of the themes.drupal.org site.
We are working hard to provide Drupal themes live demo and to create site which have great value for the Drupal community.
In the process of the drupal.org redesign, link from drupal.org/project/themes page to TG disappeared somehow.
The link at the old version of drupal.org/project/themes page wasn't created on our demand. It come somehow spontaneously - on demand of the Drupal community (and we were really proud on that).
So, our idea is to have that link back (if it's possible).
- about security issues:
TG has live preview of drupal themes for Drupal-4.7, Drupal-5 and Drupal-6 (at the moment we are working on D-7). D-4.7 is "historical" and we don't see anything wrong with D-4.7.
I'm not sure that I understand Drumm's fears about 4.7 and security. At the end, it is security of the TG site, not drupal.org site's security. TG exists for almost four years, and yes, we had some issues. But not security related (we had some hosting issues, and one DNS problem).

aaron commentedfor that matter, the site also runs drupal 5, which would be a similar security issue. but i tend to also agree that the risks & responsibilities falls on the site's maintainers.
in any case, i think that until at least a drupal 7 version is available, it doesn't warrant being linked to from the themes page.

lisarex commentedI don't see a lot of good valuable content in themegarden. The look and content don't match expectation, in addition to the point that drumm made.
