I have no idea, but it only happens to the pages I have created with page-manager. The custom css I mean the theme CSS is not loaded for the that segment.

To be more elaborate I have created a custom front page with CTool's Page manager. The page is rendered exactly cross browser, in IE6, IE7, Firefox, Chrome, Safari and Opera, however, viewing the same page in IE8 shows not CSS being used. As if there is no CSS for the particular segment. What I mean is css is rendered for the page but not the div where CTools starts and ends.

I would have thought it would be browser issues, however, any other page I mean without CTools is rendered fine..

I even tried conditional style sheets, but to no avail....

Never mind, I got it fixed.. For anyone facing this issues, check your CSS files, I had an extra '*' outside comments. It seems that IE8 Chokes on this.

As usual IE is pain in the rear.
