Have you checked that your Apache user and your FTP user have rights to create folders and files in the given path?

Most folders get created only a few fail!

I'm guessing this was fixed by #935036: File exists in FileTransferFTPExtension->createDirectoryJailed()

Can you confirm, and either set this to "closed (duplicate)" or "active" as appropriate? ;)
